That's how a corrupt govermment official can still technically be lawful despite being a rotten, immoral asshole. Lawful doesn't mean following the law set out by the nation you're in but being consistent to your own internal code, which may or may not match whatever body you represent. Unfortunately, this also makes them close-minded, adverse to change with a strict reliance on tradition even if it harms more than it helps, incredibly judgemental, and inflexible.
Lawful characters tend to be honourable, reliable, and obedient to authority.
"Law" simply represents a penchant for following rules, but it never states who those rules were written by.
